To all European Chess Federations

The FIDE Continental Assembly held in Pula 13 and 14 permitted an interesting exchange of information and important decisions. 26 Federations attended the meetings. Mr. Tomislav Ledic, President of the Croatian Chess Federation welcomed the participants and wished the meeting good success. In his welcom ECU President Kurt Jungwirth thanked Croatia for saving the European Team Championship and for hosting the Continental Assembly.

The European Club Cup for Women 1997 is suffering from poor attendance. Several.clubs had given their entries but did not show up for preliminary rounds. The main reason may be a certain clash of dates with the European Team Championship. The final is scheduled 20-22 June in Opatija, Croatia.

There are 68 entries for the European Club Cup 1997. The drawing of lots can only be made once we know for certain who the organizer will be. Kazan is interested, however any other bid is still urgently welcome. Information will be given also via Internet.

Estonia is actively preparing the European Youth Championship 1997 in Tallinn.

New information: The Armenian Chess Federation will host the World Youth Championship 1997 from 20 September to 3 October in Yerevan.

World Team Championship Lucerne 1997: qualifiers from Europe are Russia, Ukraine (from the Olympiad), England (from the European Team Championship), Switzerland (organizer). If there are 10 teams invited instead of 8, the Assembly strongly supports the proproposal to habe at least one mor European representative.

The FIDE Congress 1997 having been cancelled in Oslo. FIDE has invited bids. From Europe interest was announced by Hungary, Moldova and Slovenia.

Austria is preparing an offer to host the European Youth Championship 1997. Russia and the Czech Republic announced similar interest.

There was a common feeling that the principle of zonal tournaments should be upheld for the World Championship Cycle 1998/99. In this context it is necessary that FIDE takes final decisions not only for the rules of the World Championship 1997 but also for the framework of the same event in 1999.

The idea of a European Interzonal (= one big European zonal) was not appreciated.

However the project of a European Individual Championship Swiss system was supported.

It may be of particular interest for the category women.

Mr. Markula furnished statistics in view of the restructuring of zones in Europe. In his statement he stressed that any change is an extremely delicate matter. The creation of additional zones could be helpful. He was asked to go on paying attention to the issue.

Mr. Jungwirth explained the motives of the proposal he made in Yerevan to give voting rights on the presidential Board to Mr. Campomanes as Honorary President of FIDE. This move duly accepted by the Central Committee and the General Assembly was made in an attempt to bridge a number of gaps at the outset of a difficult electoral Congress.

The issue of ex-gratia payments was addressed by Mr. Lininger and Mr. Makropoulos. A final report will be given to the General Assembly of FIDE.

On the issue of recognition of chess by the International (or any National) Olympic Committee Mr. Marovic warned against too hasty expectations. It is neccessary to check if the loss of independence caused by the membership in a sport organization is compensated by better financial conditions. In the discussion it appeared that the problem of chess as a sport has many variations. Mr. Makropoulos reported on the contacts FIDE-IOC in Lausanne. It was stated in the Assembly that an agreement FIDE-IOC would have to be thouroughly examined by the General Assembly of FIDE.

The enclosed proposal concerning special conditions in the arising European Club Cup was carried by the Assembly.

THE CONTINENTAL ASSEMBLY OF EUROPE

recommends the following proposal:

When a club enters a team to the European Club Cup, the club has the responsibility to advise the Tournament Director of any special conditions arising from religious beliefs.

The Tournament Director should immediately consider the problems arising from such a request and has an obligation to attempt to resolve the matter in a fair manner.

The organizers should be consulted if consideration is given to revising the normal tournament conditions.

If a solution is found, all participating teams should be informed immediately, not later than 7 days before the start of the tournament. If no solution is found, the team making the request should be informed immediately.

The decision shall be approved be the Continental President and shall be binding on all participating teams.

All parties should cooperate in mutual respect to find a solution in the good tradition of chess.
